The courthouse was finished in March of 1929 and was dedicated on August 14, 1929, two months before the stock market crash. It was fortunate for the county of Santa Barbara oil was struck in 1928 at Ellwood, a few miles west of Santa Barbara. An oil tax revenue paid for the difference between the $900,000 original estimated cost of the building and its actual cost upon completion. Mooser chose to use white plastered walls, local sandstone, decorative tiles and iron gates. This county courthouse was called the "grandest Spanish Colonial Revival building anywhere" by famed architect Charles W. Moore. Four days after the earthquake the county Board of Supervisors hired the San Francisco architectural firm of William Mooser Company, which had been a finalist in the 1919 competition, to plan and build the new courthouse.

The courthouse’s most prominent feature is the former Supervisor’s Assembly Room, now referred to as the Mural Room.[20]  The Mural Room walls were painted by book illustrator and Hollywood set and costume designer Dan Sayer Groesbeck. At over 4,200 square feet in size, the Mural Room took Groesbeck and his team months to complete. The mural features prominent scenes from Santa Barbara’s history including the landing of Portuguese explorer Juan Rodriguez Cabrillo in 1542 and the construction of the Mission Santa Barbara. The Mural Room’s ceiling, as well as a majority of the Courthouse’s ceilings, were painted by Italian artist Giovanni Smeraldi. The Panama-California Exposition of 1915 in San Diego introduced Spanish Colonial Revival architecture to the United States. Examples of the Courthouse’s Andalusian castle motif are found in the main staircase.

Jonathan Lucas III acquired Old Town in 1835 and commissioned a plat of the plantation the following year. The plat depicts the Horry-Lucas House (built around 1775) but fails to show a building at the site of the present-day Legare Waring House.
